At a Session of the City Council, a Decision Was Approved to Establish Partnership with Helsingborg and a Letter of Intent

Vinnytsia and the Swedish city of Helsingborg have taken the first official step towards partnership. Vinnytsia recently signed a Letter of Intent for cooperation for 2026–2030. The document confirms the communities' readiness to develop cooperation and defines the main areas of joint work. The parties plan to sign a full partnership agreement in spring 2026.

'We are establishing new partnerships with the Swedish city of Helsingborg. The first meeting between representatives of our communities took place at the end of May this year at the Swedish-Ukrainian Municipal Partnership Forum in Stockholm. Throughout the year, we communicated and discussed where there might be common ground and how our communities could be of interest to each other. It is important to establish horizontal ties. The city of Helsingborg itself is quite innovative. Andrii Ocheretnyi, together with a delegation, visited Helsingborg just two weeks ago and had the opportunity to get to know the city. The impressions were positive: nice people, support for Ukraine, an active Ukrainian diaspora, in particular people from Vinnytsia who have been living there for over 20 years. They also took an active part in establishing these partnership contacts,' said the mayor of Vinnytsia Serhii Morhunov.

The relevant decision on establishing cooperation and supporting the Letter of Intent was approved by deputies at a session of Vinnytsia City Council. The parties plan to sign the partnership agreement in spring 2026. It will cover areas that are important for everyday life in cities: innovation, economic development, logistics and urban space, as well as civil protection and emergency response.

'Ahead of us lies the development of a detailed roadmap for cooperation and the establishment of horizontal partnerships between department employees, municipal enterprises, businesses, and public organisations for mutual learning and exchange of experience. We will also develop project proposals to attract funding for joint initiatives,' says the director of the Institute for Urban Development Yanna Chaikovska.
