International cooperation to strengthen the healthcare sector in the Vinnytsia community and improve medical care for women who are planning to become pregnant and facing reproductive health issues. On17 November, the mayor of Vinnytsia signed a memorandum of cooperation with the Taipei Representative Office in Poland. Taiwan will support the community with medical equipment for the city's Mother and Child Clinical Hospital and will continue the internship programme for Vinnytsia doctors in Taipei.

A meeting between Vinnytsia Mayor Serhii Morhunov, Deputy Mayor Halyna Yakubovych, Director of Vinnytsia City Council Healthcare Department Oleksandr Shysh and his deputy Nataliia Korobchynska was held online with partners from the Taipei Representative Office in Poland: Jeff Y. J. Liu та Logan Fu.

‘I would like to thank our partners from Taiwan for their interest in healthcare in Vinnytsia and Ukraine,’ says Mayor Serhii Morhunov. 'Our specialists, who have already completed internships in Taiwan, are delighted with what they have seen and the knowledge they have gained. The project we are implementing together with you to create a modern assisted reproductive technology department is very important for the community and the country. Overall, our goal as a local community is to provide quality medical services, particularly in the areas of reproductive health, childbirth, and care for pregnant women, new mothers, and infants.'

A list of equipment to be purchased as part of the project has been drawn up: reproductive technology equipment, incubators for premature babies, baby care systems, ventilators, ultrasound machines, and more. It will be placed in the city clinical hospital ‘Mother and Child Centre’, in particular in the assisted reproductive technology department, which is planned to be renovated and opened in the Mother and Child Centre in 2026.

In addition, the project provides for the internship of six medical workers from Vinnytsia city hospitals at the Taiwan International Health Training Centre (TIHTC) in Taipei. Two doctors from the Vinnytsia City Emergency Medical Care Hospital have already completed such training, and two specialists are currently in Taipei, where they are learning from their colleagues.

'I am glad that we can support and strengthen the medical sector in Vinnytsia. This is a very good initiative that provides assistance to women who cannot conceive, expectant mothers, babies who are about to be born, the Mother and Child Centre, and the Vinnytsia region in general. This is important assistance, support for women and children, and the creation of a safe and healthy future for future generations. In the future, Taiwan will continue to support Ukraine and Ukrainian cities and will invest in the development of your country's resilience until peace comes to Ukraine,' said the representative of Taiwan Jeff Y. J. Liu.

Mayor Serhii Morhunov and those present thanked the representatives of Taiwan for their support, assured them of their openness to dialogue, and discussed further steps for cooperation.

'The support of our international partners is very important to us. Not only for our city, but also for the nation as a whole, for all Ukrainians. We want not only our doctors to train in Taiwan, but we also invite specialists to our city's institutions to exchange experiences and work together. From the beginning of 2026, work will begin on the major renovation of the assisted reproductive technology department to make it modern and comfortable for patients,' said Halyna Yakubovych.

The director of the Vinnytsia City Council's Department of Health Oleksandr Shysh emphasised the importance of the project:

'There is no equivalent to the assisted reproductive technology department that will be created at the Mother and Child Centre in any public institutions in the entire Vinnytsia region. This is an important aid to women who are facing problems and cannot conceive. Given the demographic crisis in Ukraine, which has only deepened in recent years, this will be a significant step towards supporting the birth rate and strengthening the reproductive health of our residents.'
