Vinnytsia City Council Presented Investment Projects at the URC 2026 Ukraine Recovery Conference

Vinnytsia continues to strengthen its international partnerships and attract new opportunities for community development. A delegation from Vinnytsia City Council took part in the Ukraine Recovery Conference (URC 2026), which began on 25 June in Gdańsk. The event brought together representatives of the Ukrainian government, partner countries, the European Union, international financial institutions, donor organisations and the business sector to discuss Ukraine’s recovery and present initiatives from Ukrainian communities in need of external support.
On the eve of the Conference, Roman Furman, Deputy Mayor of Vinnytsia, presented investment projects at the invitation of Deloitte. These projects are aimed at developing modern urban infrastructure, strengthening the community’s energy resilience and creating high-quality living conditions, as well as facilitating the community’s recovery and post-war development. To implement these projects, the community is seeking strategic partners, investors and grant funding.
"We have come to URC 2026 not only to present projects which, in our view, are important for the further development of Vinnytsia, but also to share the practical experience that the community has gained over the years of war. Today, European partners are showing increasing interest in Ukrainian approaches to crisis management, ensuring energy resilience and the operation of critical infrastructure in the face of constant challenges. Such international forums therefore provide an opportunity to present our own initiatives, find partners to implement them, and exchange solutions that may be useful to other communities,” said Roman Furman.
Among the key projects presented at the Conference was the construction of a multi-specialist hospital, which will become a modern medical centre drawing on international expertise and highly qualified specialists. Roman Furman also presented the concept of a sports and rehabilitation centre for veterans, military personnel, people with disabilities, internally displaced persons, children, young people and all members of the community. Vinnytsia paid particular attention to the topic of energy sustainability. During the panel discussion ‘Energy for Recovery: Investing in Ukraine’s Energy System’, Roman Furman spoke about the community’s practical experience and presented projects that combine infrastructure development with the city’s ‘green’ transformation.
These include, in particular, the comprehensive modernisation of the bus fleet through a switch to electric buses and the creation of the necessary charging infrastructure, as well as the modernisation of the city’s wastewater treatment facilities, transforming them into a modern resource and energy complex.
International partners were also presented with initiatives that have already been implemented, which demonstrate the effectiveness of Vinnytsia’s approaches. In particular, the city reimburses part of the costs incurred by businesses for the installation of solar power stations, energy storage systems, hybrid inverters and other energy-efficient equipment. This helps businesses to increase their energy independence, continue operating even in the face of military challenges, and reduce greenhouse gas emissions.
Another example is the partnership model for installing solar power stations on blocks of flats.
“One of the successful examples for Vinnytsia has been the partnership model for installing solar power stations on blocks of flats,” noted Roman Furman. “In 2025, the city authorities implemented three projects with a total capacity of 200 kW, and a further six are planned for 2026 — totalling 360 kW. This enables the development of local generation, meets the needs of the housing stock and reduces greenhouse gas emissions by hundreds of tonnes of CO₂ every year.”
The initiatives presented during the conference will form the basis for further negotiations with international partners on securing funding and implementing projects of strategic importance to the community.
